The EUDR due diligence statement
The due diligence statement is how an operator tells the EU that a product complies with the EUDR. It has to be filed before the product is placed on the market or exported.
Updated 6 November 2026
Who files it
The operator, through the EU Information System. By filing, the operator takes responsibility for the product's compliance. Statements are kept for five years from submission.
Since Regulation 2025/2650, downstream operators and traders do not file statements. The first of them in the chain collects the reference numbers from its operator supplier, and all of them keep supplier and customer details for at least five years.
The three steps of due diligence
- Information (Article 9): collect the data and evidence for each product.
- Risk assessment (Article 10): establish whether the risk is none or negligible, looking at the country, the complexity of the supply chain and the risk of mixing, among other criteria.
- Risk mitigation (Article 11): where the risk is not negligible, act until it is, for example by asking for more information or commissioning audits.
The information you need
- Product description, trade name and type, with the full scientific name of the species for wood.
- Quantity.
- Country of production and, where relevant, the part of it.
- Geolocation of all plots, with the date or time range of production.
- Name, postal address and email of suppliers and buyers.
- Conclusive, verifiable information that the product is deforestation-free.
- Conclusive, verifiable information that it was produced under the laws of the country of production.
What the statement contains
Annex II sets the content:
- Operator name and address, with the EORI number for products entering or leaving the market.
- HS code, description and quantity.
- Country of production and the geolocation of all plots, or the establishments for cattle.
- Reference numbers of any existing statements relied on.
- A confirmation that due diligence was carried out and that no or only a negligible risk was found.
- Signature, with name, function and date.
After filing
The system issues a reference number. Pass it to the downstream operators and traders you sell to, so the product stays linked to its statement. Keep the statement and the Article 9 information for five years, and make them available if a competent authority asks.
Sourcing from low-risk countries
When everything comes from low-risk countries, the assessment and mitigation steps can fall away. See country risk levels.
